The loads and wheeling transactions are varying very rapidly in the deregulated power market. Hence the powerproducers must respond quickly to those changes without affecting the system security and stability. This paper presents anapplication of Fitness Distance Ratio Particle Swarm Optimization (FDR PSO) algorithm to determine the optimalgeneration dispatch of power producers with dynamic security constraints. The proposed algorithm is demonstrated todetermine dynamic Available Transfer Capability (ATC) for practical IEEE-30 and Indian utility –62 bus systems withchanging load conditions.
