This article offers a foundation for the comparative study oflobbying. While much scholarship exists on the techniques of lobbying inthe American political system and, to a lesser extent, on other westerndemocracies, there are no comparative studies of these techniques. Thus,we have little understanding of the extent to which the methods andprocesses of lobbying, one of the most common of political activities inpluralist democracies (and, indeed, in all political systems), are specific to particular systems or share certain common elements.
