ABSTRACT
The total quality management (TQM) is a process, a technique, a management style, a goal and a tool. Most important of all, TQM means quality service. However, these are concepts largely unfamiliar to libraries but which seem to have strong potential to offer new insights and strategies in library management. This paper attempts toexpound the theoretical advantages of TQM and the barriers of its application in U.S. libraries. [Article content in Chinese]
