This article analyses the model of resources repassing to allschools units developing by Minas Gerais State. One of repassingmodalities is analysed wich calculation is made by means of a percapita mechanism based on each registered student. The textpresents arguments that indicate the inconsistency of allocationmodel. Such evidence was verified in two perspectives. One ofthem of conceptual basis, was made use of a parameter coststudent-quality whereas the other arose data of a part of a budgetreserved to education. This route led the author to conclude thatavailable resources are already insufficient to the improvement ofeducation quality
