The modern space activity of highly developed countries is focused on economic and scientific and technological development, solution of global mankind problems, including security issues, and is characterized by new tasks as to the use of space equipment and technologies to provide stabilized development.International social development is characterized by the formation of the sixth technological way of life. The development of this way is closely linked to the intensive development of global information networks, nanotechnologies, energy, aviation, usage of hydrogen and alternative sources of energy, space exploration and technology got a boost. These changes affect the whole society and result in significant transformations of productive and spiritual spheres of human life.Implementation of space programs in Ukraine helped to keep scientific and industrial potential in the interests of national economy and security. This program helped the scientific and technical cooperation with various countries.That is why the work has consistently studied the organizational mechanism of process of using and restoration of the scientific potential in the sphere of high scientific technologies, its impact on the formation of database of technologies, scientific and technical achievements, the impact on the construction of innovative type of economy with the help of enterprises and organizations engaged in scientific and technical cooperation in the space sphere.There was analyzed the personnel subsystem of space industry in its relationship with industrial-technological, financial, economic, legal, territorial subsystems contributing to the formation of innovative models of development. There were also identified strengths and made suggestions to address the problems of effective use and development of personnel potential of the space industry as a way of structural changes in the economic system.
