Background/Rationale: HIV transmission only occurs from people with HIV, and viral load ( VLconcentrationof HIV) is the single greatest risk factor for all modes of transmission. HAART can lowerviral load to nearly undetectable levels. Prevention of mother to child transmission & Post-ExposureProphylaxis(PEP) offers proof of the concept of HAART interrupting transmission, and observational(among sero-discordant ) & ecological studies and modeling work support using HAART for preventionand research is ongoing on their use for Pre-expoure prophylaxis (PrEP). A model by scientists fromWHO published in 2008, suggested that expanding antiretroviral therapy to people with CD4 cell count
