本文針對目前歐美國家、亞洲及台灣地區之學術期刊線上投稿暨評閱系統建置情形,做一概括性探討;並以台灣淡江大學之教育資料與圖書館學季刊為例,分析其所採行之台灣地區首度發表之商業軟體—ASPERS線上投稿暨評閱系統,針對該系統之功能、特色,及實際運作進行理論與實務檢視。在臚列其它同性質之非商業軟體之基礎下,最後,以學術期刊出版應用之使用評估與需求觀點,綜結學術期刊出版走入電子化管理模式的契機與阻礙,在於能否具有成熟的投稿與評閱習慣,以及足量的期刊投稿件數。As the editor of Journal of Educational Media & Library Sciences (JoEMLS), the authors summarizes the introduction of ASPERS, a submission and peer review system developed by Airiti company, and outlines the goals for its future market development and continuing contributions to scholarly journal publishing. Compared with the market share of systems adopted by several journals in Taiwan, the authors also analyze the ASPERS process empirically, and concluded the obstacles or opportunities to success remain with a mature submission/refereeing manner and the sufficient contributions for journals.
