In the article relevance of the study of process of developing staff potential is defined. The main reason of economic and social problems in the enterprise is discovered, which is concluded in the use of traditional legacy learning system by them. The purpose of the article is in the forming of staff potential development model, based on the most effective tools of the system (TPS) and providing the continuous process of developing staff potential. In the article a comparative characteristics of a traditional model of professional development and models of continuous professional development are presented. The disadvantages in the existing traditional model of professional development are revealed. The necessity for the application of innovative theories and knowledge technology in the process of developing staff potential in the modern enterprise is proved. In the article the model of staff potential continuous development is offered and based on the idea for non-stop improvement in accordance with TPS. A model of staff potential continuous development in the enterprises consists of six elements: personal and organizational vision and strategy, mission and objectives of the enterprise, training on the basis of Total Quality Management, competence management, Kolb's Learning Cycle, standardization development and learning. The purpose of such approach is to create a multi-dimensional educational environment, as well as the formation of multicomponent content of continuous professional development. A result of the introduction of the proposed model of continuous development is the establishment of self-learning enterprises and improvement of the quality in training for professionals
