Informing the society about preschool and preprimary education: Education policy implementation in Lithuania

Modern society also distinguishes itself by a largeinformation flow that has to be selected according to one’sneeds. A considerable number of researches proved thatthe spread of information about education is insufficientlyefficient, so far the society is too little informed, and there isa lack of information about provided preschool andpreprimary education services, in rural areas in particular.Therefore, parents, teachers and other groups of the society,which are either directly or indirectly related to preschooleducation, cannot use the opportunities provided by this linkof education if they are not informed. For this reason it isimportant to analyse main documents on education of theRepublic of Lithuania, to investigate the situation ofinforming the society about preschool and preprimaryeducation in education policy implementation. The article isbased on the content analysis, which generalizes thedocuments on education policy that regulate informing ofthe society about preschool and preprimary education inLithuania.The analysis of the documents on education of the Republicof Lithuania demonstrated that, informing about preschooland preprimary education, focal attention is paid to the targetgroups that directly participate in the child’s educationprocesses – parents/foster parents and the staff of theeducation system. Only the context enables us to presumewhat information is forwarded to other groups of the societythat indirectly participate in children’s education processes.Such situation may be influenced by the approachconsolidated in the documents on education of the Republicof Lithuania about preschool education as an intermediate,transitional link between the family and the school; it issought “to prove parents and the society the efficiency andnecessity of qualified children’s education”. It is likely thatthe lack of systematic attitude towards informing varioussocietal groups as potential social partners about children’seducation and care at the legal level will limit the possibilitiesboth of practical creation of the informing system and itsfunctioning.
