In the last 40 years, there have been significant changes in production systems and accumulation regimes in response to neoliberal policies. This economic context has weakened the nation-state while increasing the importance of the regions. The basic aim of regional planning has also changed from reducing regional disparities to supporting already developed regions to prevent their collapse. However, the problems that stem from regional disparities are reproduced in different ways. The basic tool of the nation-state in eliminating the negative consequences of these issues is public investment and the way in which it is distributed sectorally and spatially. In order to understand the preferences of the nation-state in regional development, this study aims to examine changes in the sectoral and spatial distribution of public investment in Turkey between 1999 and 2009. The first section of the study discusses the economic background, the second part turns to the changing role and meaning of the nation-state and the regions. Thirdly, the consequences of this restructuring processes in Turkey, where Turkish cities are evaluated according to the presumptive qualitative and quantitative distributions of public investment, is examined. The empirical part of the study explores the sectoral and spatial distribution of public investment between 1999 and 2009, and identifies basic patterns within these distributions. The compatibility of sectoral distribution with regional development strategies in development plans and the compatibility of spatial distribution with presumptive distributions are discussed in the conclusion of the study.
