ABSTRACT
Effective personnel management system is the basis of increasing the efficiency and productivity of staff, socially oriented management, which improves the work motivation of each employee.The subject of the study is the set of questions of theoretical and methodological character to ensure the effectiveness of the personnel management system at the enterprises.The purpose of this article is to determine the approaches to the essence and types of the effectiveness of the personnel management system, as well as a study of the effectiveness of the system of personnel management the enterprises of trade.Overall assessment of the personnel management system was carried out in two directions: external and internal. According to the results of research of each of the components of the external (communication with external stakeholders, the mechanism of the system of management of the personnel in the enterprise management system, the contradictions between the system of personnel management and other systems of the enterprise, the interaction of the personnel management system with the management system of an enterprise as a whole, the contradictions between the system of personnel management and control system of an enterprise, social and labour relations) and internal (the expediency of the priorities of the functioning of the personnel management system, the elements of the personnel management system, the relationship between the elements of the system, hidden contradictions within the system of personnel management, methods, technologies and procedures of each subsystem, the level of development of the system) efficiency by a five-point scale, a point score was introduced, which was measured by the coefficient of importance. The sum of the results of external and internal evaluation of the efficiency made it possible to determine the overall effectiveness of the system of personnel management, as a result of which the researched enterprises were ranked and divided into the groups.The results of the research show that the level of development of the personnel management system as a whole is the average one and requires recommendations on the improvement and modernization.The proposed methodology for evaluating the effectiveness of the system of personnel management will not only determine the level of effectiveness, but also develop a sound scientific-methodical and practical recommendations concerning the improvement of the personnel management system of enterprises and its components.
